Biography
Shelby L. Garner, PhD, RN, CNE, FAAN, CGNC, is executive director for Global Health Innovation in Belmont Global and a tenured professor of Nursing in the Gordon E. Inman College of Nursing. Her scholarship advances disaster risk reduction and public health resilience, including collaboration with the United Nations Office for Disaster Risk Reduction on Scorecard initiatives such as the Education System Extreme Weather Resilience Scorecard. Across global partnerships, she strengthens nurse and health-system capacity through the adaptation, design, and testing of innovative technologies, including simulation-based education and mobile health (mHealth) applications to transform health professions education and improve patient care. Dr. Garner has led and supported more than $4.8M in extramural grant funding, including major USAID, USIEF/Fulbright and foundation awards supporting health education innovation and resilience-focused initiatives. A Fellow of the American Academy of Nursing and a Certified Global Nurse Consultant, she brings deep expertise in nursing science, global capacity-building and culturally responsive educational design. She also serves as an Honorary Professor at Queen’s University Belfast, extending Belmont’s global research and education collaborations. In her Belmont role, she provides strategic leadership to expand interdisciplinary scholarship, sustainable global partnerships and programs such as Global Impact Labs that promote human flourishing.
