Lisa Shock is a nationally recognized population health executive and transformative clinical leader specializing in designing and scaling innovative care models for complex, diverse populations, including Managed Medicaid, Dual-Eligible Special Needs Plans (DSNP), and ACA exchange markets.
As Chief Clinical Officer at Matter Health, Lisa spearheaded enterprise clinical operations and care model expansion for vulnerable older adults, embedding integrated, blended care management strategies that unify medical, behavioral, and social supports to address multifaceted member needs. Previously, as Chief Population Health Officer at UnitedHealthcare Community Plan of North Carolina, Lisa led statewide strategy, portfolio governance, and oversight for over 500,000 Medicaid and DSNP members. Her leadership resulted in pioneering initiatives like the Healthy Opportunities Pilot—an SDoH-focused Medicaid innovation—and Advanced Medical Home frameworks that redefined care delivery at scale.
Lisa’s career includes executive roles at Babylon Health and Evolent Health, where she advanced digital-first and value-based care models for Medicaid, Medicare Advantage, and commercial populations, implementing scalable exchange and risk-based care strategies. Her national impact is underpinned by deep experience in accountable care integration, SNF/post-acute transitions, bundled payment innovation, and cross-functional partnership building. She is a trusted adviser and thought leader whose enterprise guidance has produced sustained clinical, financial, and operational improvements—from reducing unnecessary hospitalizations to achieving multi-million-dollar shared savings.
With a Doctorate in Public Health focused on health policy and accountable care, and advanced PA clinical credentials, Lisa delivers exceptional expertise in value-based contracting, program design, business case development, and matrixed team leadership. She has been recognized as a co-chair, commissioner, and board member in statewide public health and health policy organizations, is a sought-after speaker on executive transformation, and publishes and consults on multi-sector population health innovation through her company, Clinician Catalyst.
